State Project Management
Unit (SPMU): |
A state level project
management unit has been set
up under the aegis of S&ME
Deptt. to look in to its
implementation. Director,
Elementary Education is the
controlling officer so far
as financial transactions
are concerned. |
Function / Responsibility: |
1. Formation of
Steering-cum-Monitoring
Committees for National
Programme of Nutritional
support to Primary Education
at State, District & Block
levels.
2. Submission of Annual Work
plan & Budget (AWP&B) to the
Department of School
Education and Literacy, MHRD
by January/February each
year.
3. Allocation of rice to the
DI Head quarters
4. Submission of proposal
for allotment of funds under
cost of food grain,
transportation cost, cooking
cost, honorarium to cook
-cum- helper, and MME head
for each quarter
5. Submission of MPR on
lifting of rice to GoI
6. Submission of QPR to GoI
7. Issue of guidelines/
Circulars
8. Supervision & Monitoring
in the field
9. Capacity building of
different stake holders
10. To Identify appropriate
institutions to undertake
evaluation and research
11. To effect coordination
and convergence among
concerned Department,
agencies (FCI) and schemes
12. Preparation of State
Budget for release of funds
under Central share. |
Structure at District level: |

Function/ Responsibility:
|
District Magistrate &
Collector is the Nodal
officer of MDM scheme in a
district. DI Hqrs. is the
DDO for the scheme. District
Project Coordinator is the
supervising officer and a
joint signatory of all
transactions. Funds received
from State Govt. is released
through e-transfer to the
Block & schools. DPMU has
one
Programmer-cum-Accountant
and one Data Entry Operator
to monitor & implement the
programme. |
Structure at Block level: |

Function /Responsibility:

At Block level BDO looks
after the implementation
aspects with the help of all
the SIs of schools,
Extension Officers adopting
the G.Ps, Headmasters, CRCCs
& BRCCs. S.I, Hqrs. are
designated as Nodal SIs
mainly to ensure
uninterrupted supply of hot
cooked meal to the school
children. |
